Terms and Conditions

This document sets out the conditions on which the www.frontier.ro website may be used, and on which Frontier International Group supplies products and services to its professional customers and to consumers.
1.General information
The www.frontier.ro website (the “Website”) is operated by Frontier International Group, a Romanian company with its registered office at Str. Soporului, nr. 12, Cluj-Napoca, jud. Cluj, Romania, entered in the Trade Register under no. J1993003944129, tax identification number 5953148, e-mail office@frontier.ro, telephone +40 744 438 338 (the “Company”, “Frontier International Group”, “we”).
Accessing and using the Website, including submitting a quote request or placing an order, means accepting these Terms and Conditions in full. If you do not agree with them, please do not use the Website.
Frontier International Group reserves the right to amend this document at any time. The version in force is the one published on the Website at the time of access.
2.Definitions
- User – any natural or legal person accessing the Website.
- Customer – a User who submits a quote request or places an order.
- Professional customer (B2B) – a Customer acting in the course of their commercial, industrial or professional activity.
- Consumer (B2C) – a natural person acting for purposes outside their commercial or professional activity, as defined by Government Ordinance no. 21/1992 and Emergency Ordinance no. 34/2014.
- Products – the lubricants, oils, greases, technical fluids and related products presented on the Website.
- Services – the services offered by the Company, including distribution, bulk delivery, technical consultation, sourcing and the polyurethane tyre fill service.
- Quote request – a request submitted through the Website asking the Company for a price for Products or Services.
- Order – the Customer’s acceptance of a quote issued by the Company.
3.Website content and intellectual property
All content on the Website — text, images, logos, datasheets, graphics, the structure of the product database and the source code — is the property of Frontier International Group or of its partners, and is protected by copyright and intellectual property law.
The trade marks of the manufacturers presented on the Website (Shell, Mobil, TotalEnergies, Castrol and others) belong to their respective owners and are shown solely to identify the products we distribute.
Technical datasheets (TDS) and safety data sheets (SDS) are made available for information purposes. Reproducing, distributing or commercially exploiting the content without the Company’s written consent is prohibited, except for downloading technical documents for your own use.
4.Product information
Product information (specifications, OEM approvals, viscosity grades, pack sizes) is taken from the manufacturers’ documentation and updated periodically. The Company makes reasonable efforts to keep it accurate but does not warrant that it is free of errors. The reference document for any Product is the manufacturer’s official datasheet in force on the delivery date.
Images are illustrative. The packaging delivered may differ from the one shown.
The presentation of Products on the Website is not a binding offer but an invitation to treat. Stock availability is indicative and is confirmed when the quote is issued.
5.Quote requests and formation of the contract (B2B)
5.1. The Customer submits a quote request through the form on the Website, by e-mail or by telephone, stating the Products, quantities, packaging and place of delivery.
5.2. The Company issues a written quote setting out the price, the delivery lead time, the payment terms and the validity of the quote. Quotes are valid for 10 calendar days unless stated otherwise.
5.3. The contract is formed on the date the Customer confirms the quote in writing (by e-mail or by signed order) and the Company confirms the order.
5.4. Quoted prices are expressed in RON or EUR, exclusive of VAT, unless the quote states otherwise. The place of delivery — the Company’s warehouse or the Customer’s address — is the one named in the quote.
5.5. Volume orders, bulk deliveries and special-order products may carry additional conditions (advance payment, minimum quantity, extended lead time), which are stated in the quote.
5.6. Products brought in against a Customer’s special order (sourcing) cannot be cancelled once the order is confirmed.
6.Distance orders and Consumer rights (B2C)
6.1. The Website has no online payment module. Consumers may order Products at a distance — through the form on the Website, by e-mail or by telephone — on the basis of a quote issued by the Company.
6.2. An order is deemed accepted when the order confirmation is sent by e-mail. The Company may refuse an order where stock is unavailable, where there is an obvious pricing error or where fraud is suspected, informing the Customer and refunding any sums paid.
6.3. Prices quoted to Consumers include VAT. The available payment methods are stated in the quote.
6.4. Right of withdrawal. Under Emergency Ordinance no. 34/2014, a Consumer may withdraw from the contract within 14 calendar days of receiving the Products, without having to give a reason. Products must be returned sealed, in their original packaging, unopened. The cost of return is borne by the Consumer. Refunds are made within 14 days of receiving the returned Products at the latest.
6.5. The right of withdrawal does not apply to sealed Products that were unsealed after delivery and cannot be returned for health protection or hygiene reasons, nor to Products made to the Consumer’s specification.
6.6. A withdrawal form can be requested at office@frontier.ro.
7.Delivery
7.1. Delivery is by courier, by our own transport or by a carrier licensed for dangerous goods (ADR), as appropriate, to the address given by the Customer.
7.2. The delivery lead time is the one stated in the quote or in the order confirmation. Lead times are estimates; the Company informs the Customer of any delay.
7.3. Risk in the Products passes to the Customer on handover to the carrier (B2B) or on receipt (B2C).
7.4. The Customer must check the Products on receipt and report any visible non-conformity (damaged packaging, short delivery) in writing within 48 hours. Claims concerning latent defects must be submitted within 7 days of discovery.
8.Prices and invoicing
8.1. Prices may change without prior notice, except for quotes already confirmed.
8.2. Invoices are issued in accordance with the tax legislation in force and sent electronically to the e-mail address given by the Customer.
8.3. For B2B Customers, the payment term is the one stated in the quote. Late payment attracts a penalty of 0.1% per day on the outstanding amount, and further deliveries are suspended until payment is made in full.
8.4. Products remain the property of the Company until the price is paid in full.
9.Warranty and conformity
9.1. Products carry the manufacturer’s conformity warranty as set out in the datasheet. For Consumers, the statutory guarantee of conformity under Emergency Ordinance no. 140/2021 applies.
9.2. The warranty does not cover damage caused by improper storage, contamination, mixing with other products, use outside the manufacturer’s specification, or failure to follow the machine’s OEM recommendations.
9.3. Technical recommendations given by the Company are indicative and are based on the information the Customer supplies. Final responsibility for choosing the right lubricant for an application rests with the Customer, in accordance with the equipment’s maintenance manual.
10.Tyre fill service
10.1. The service consists of injecting a two-component polyurethane compound into pneumatic tyres to eliminate the risk of punctures.
10.2. The service is permanent and irreversible. The compound cannot be removed and the tyre cannot be returned to pneumatic service.
10.3. The Customer is responsible for confirming that the machine can carry the resulting additional weight and that axle loads stay within the limits set by the machine’s manufacturer. The Company advises but is not liable for damage to the machine caused by exceeding those limits.
10.4. Tyres must be in good condition, with no structural damage to the casing. The Company may decline to fill tyres it considers unsuitable.
10.5. Curing takes 24–72 hours from filling; the machine must not be used during that period.
10.6. The service warranty covers the quality of the fill alone (absence of air voids, uniformity of the compound) for the life of the tread, excluding tyres run outside the recommended parameters (speed, distance, temperature).
11.Limitation of liability
11.1. The Company is not liable for indirect damage, loss of profit, business interruption or other economic loss arising from the use of the Products or of the Website.
11.2. The Company’s total liability to a professional customer, for any claim relating to an order, is limited to the value of that order.
11.3. The Company is not liable for temporary unavailability of the Website, for technical errors, or for the content of third-party sites it links to.
11.4. The limitations above do not apply where the law prohibits limiting liability, in particular towards Consumers.
12.Use of the Website
Using the Website for unlawful purposes, transmitting harmful content, attempting unauthorised access to the Company’s systems, automated data extraction (scraping) or any action liable to affect the operation of the Website is prohibited.
13.Protection of personal data
Users’ personal data is processed in accordance with Regulation (EU) 2016/679 (GDPR) and applicable national legislation. The details are set out in our Privacy Policy, which forms an integral part of this document.
14.Force majeure
Neither party is liable for failure to perform caused by a force majeure event (natural disasters, conflicts, import or export restrictions, interruptions in the manufacturers’ supply chain), notified within 5 days of its occurrence.
15.Dispute resolution
15.1. The parties will first attempt to settle any dispute amicably.
15.2. Disputes with professional customers are settled by the courts having jurisdiction over the Company’s registered office.
15.3. Consumers may contact the Romanian National Authority for Consumer Protection (ANPC) – anpc.ro – or use the European online dispute resolution platform: consumer-redress.ec.europa.eu.
16.Governing law
This document is governed by Romanian law.
